The College of Wooster is seeking a Civil Rights and Title IX Investigator to work in collaboration with the Title IX Coordinator, Chief Diversity, Equity, and Inclusion Officer, Human Resources, the Provost’s Office, and Campus Safety. The Investigator will assist in resolving complaints related to harassment and discrimination based on sex, gender, race, ethnicity, religion, and other protected classes. This includes complaints regarding sexual misconduct, sexual assault, stalking, and intimate partner violence. The Investigator will conduct a prompt, thorough, and impartial investigation, which includes drafting and issuing notices of investigation, identifying and interviewing witnesses and other involved parties, gathering and securing relevant documentation, and drafting and presenting an investigative report. The Investigator may also assist in investigations related to other violations of College policies.
In addition, the Investigator will serve as a visible representative of the Civil Rights Office. In this role, the Investigator may be tasked with designing or partnering on trainings for all constituents and prevention education for students. Additionally, the Investigator may serve on relevant College- and community-based committees and participate in student-based panels or discussions.
Essential Duties and Responsibilities:
- Investigate allegations related to bias-related discrimination or harassment, including sexual misconduct, related to students, faculty, and staff from initial report to findings. This includes creating and issuing notice of investigation to involved parties, creating an investigative plan, conducting and reporting on witness interviews, preparing and presenting evidence and appropriate supporting documents, and communicating with the parties and their advisors while protecting the neutrality, integrity, and privacy of the investigation.
- Identify College policies and/or Student Conduct Code provisions relevant to a complaint.
- Partner with Title IX Coordinator, the Chief Diversity, Equity, and Inclusion Officer, Campus Safety, the Office of Student Rights and Responsibilities, the Provost’s Office, and the Office of Human Resources to ensure equity in campus policies, processes, and investigations in compliance with federal, state, and local laws.
- Partner with external investigators, as needed, to support civil rights or other investigations.
- Support campus investigations unrelated to civil rights
- Participate in self-directed professional reading, develop professional contacts with colleagues, and attend professional development courses and trainings to ensure a full understanding of the legal requirements and best practices related to compliance with Title IX, Title VII, VAWA, and other related federal and state laws.
- Participate in providing education, training, and outreach relating to civil rights for faculty, staff, and students.
- Serve as an active participant on the Bias Incident Response Team and the College’s Working Group for Sexual Violence Prevention and Response.
Education and Experience:
- Bachelor’s degree or equivalent required. A J.D. or graduate degree in higher education, counseling or psychology, communication, or other relevant discipline is preferred.
- Three years professional investigatory experience in the education, employment, and/or law enforcement field or equivalent combination of relevant education and professional experience demonstrating the required knowledge, skill, and abilities to proficiently perform the functions of the position.
- Civil Rights Investigation experience preferred.
- Experience working in or with institutions of higher education is preferred.
Certificates, Licenses and Registrations:
- Training as a Civil Rights or Title IX Investigator (or the ability to attend training within 60 days of employment) is required.
Knowledge, Skills and Abilities:
- Demonstrated ability to draft high quality investigative reports is required.

- Knowledge of and ability to interpret federal and state nondiscrimination laws, including Title IX, Title VII, VAWA, Clery, and other related laws and policies.
- Computer proficiency in word processing, spreadsheet development, and file management is expected.
- Excellent critical thinking skills, including the demonstrated ability to analyze information, evaluate results, and facilitate resolutions.
- Demonstrated effectiveness in working with a diverse population.
